Up until 2003 the central Post Office has accepted mass mailings on holidays even if their branch offices were closed. According to the USPS January 2003 issue of "Business Service Network" the Bulk Mail Entry Unit (BMEU) will be closed ten days. The BMEU is where your mailings are entered into the postal system. Since that unit will be closed there are ten days that cannot be used as mailing deadlines. Please note the days the BMEU will be closed when planning your future mailings.
